Overall goal

This multi-country Call for Proposals contributes to the achievement of the objectives of the Mayors for Economic Growth initiative, supporting cities/municipalities in the Eastern Partnership region to become active facilitators for economic growth and job creation at the local level.

 

Specific Objectives

The Call will finance the implementation of pilot projects included in cities' Local Economic Development Plans and aiming at:

  • Investing into local comparative advantages to stimulate business development
  • Investing in physical (hard) infrastructure and in soft infrastructure to improve business environment
  • Attracting external investment and increasing the local access to finance 

Why Pioneer Projects?

The Call targets those cities that have already a Local Economic Development Plan, which is consistent with the principles outlined in the Mayors for Economic Growth Concept.

Cities selected will become the "Pioneers" of Mayors for Economic Growth by implementing pilot projects capable of showing how concrete actions included in the Plans can be realised on the ground.

 

Lot 1: Armenia, Azerbaijan, Belarus, Georgia, and Moldova

EUR 5.000.000

Size of grants

Between EUR 300.000 and 600.000

% of the total eligible costs of the action

Between 50% and 90%.

Between 18 and 48 months

10 projects (i.e. 2 or 3 per country), depending also on the quality of the proposals

 

Lot 2: Ukraine

EUR 4.500.000

Size of grants

between EUR 500.000 and 1.000.000

% of the total eligible costs of the action

Between 50% and 80%

Eligible Lead applicant

- Small towns from Ukraine with a size under 150 thousand inhabitants;

 

- Amalgamated territorial communities (hromadas) represented by their respective councils or executive committees in accordance with the Law of Ukraine № 157-VIII “On voluntary amalgamation of territorial communities (hromadas)”.
